Many couples dream of celebrating their civil wedding in a villa, a garden, a castle, or an exclusive venue rather than in the local Town Hall. The good news is that in Italy, this is possible. In this article, I will explain how it works, what the requirements are, and how to organize your ceremony in Sicily.
Where is it possible to hold civil weddings and civil union ceremonies in Italy?
Article 106 of the Civil Code states that weddings must be celebrated publicly in the Town Hall; in fact, until the year 2000, it was not possible to hold civil ceremonies in any other location. However, Presidential Decree no. 396/2000 and subsequent ministerial resolutions opened up the possibility of designating other sites as an official 'Casa Comunale' (Municipal Office).
Through a special resolution by the City Council, it is now possible to grant the authority to host civil weddings and civil union ceremonies to both municipal properties—such as historic villas and castles—and private venues, including reception halls, hotels, and more.
It is important to emphasize that this authorization may be temporary and granted for a specific duration (even for several years), after which renewal is not guaranteed. Therefore, it is crucial to verify that the venue's authorization is still active and has not expired. Furthermore, it is not possible to request a civil ceremony for a single event if the venue does not already hold the official status of 'Casa Comunale'.
Steps to holding a civil ceremony in an external location
Once you have chosen the location for your celebration, ensure that the venue is truly a "Casa Comunale". I recommend asking this question explicitly—specifically, ask if they have a formal agreement with the Municipality that allows them to host civil ceremonies.
In fact, many people mistake a "Civil Ceremony" for a "Symbolic Ceremony," calling both "civil rites" and creating confusion.
The next steps will be:
- A formal request to the Municipality where you intend to celebrate the wedding.
- Requesting the "nulla osta" (clearance/no-impediment certificate) from your Municipality of residence.
- Confirming the availability of the delegated official for your chosen date and time.
- If applicable, requesting a delegation of authority for your chosen celebrant.
Generally, the Municipality where the ceremony takes place will require the payment of a fee for the removal of the civil registries from the Town Hall (the amount varies by Municipality). In Sicily, many tourist-heavy towns have well-established procedures for external celebrations, given the high number of destination weddings in the region.
Combining Civil and Symbolic Ceremonies
The most elegant solution is to combine the civil rite with a symbolic ceremony at the same venue. You can do this in two different ways:
- The Mayor or a delegated official performs the legal portion (reading the articles, the exchange of vows, and signing the registries), followed by a celebrant who leads a personalized symbolic ceremony.
- Alternatively, you can request that the Mayor delegates the celebrant to also act as the Civil Status official. In this case, the ceremony is led by a single person performing both roles, making the civil rite even more emotional.
Timeline and Practical Advice
- Submit your request to the Municipality at least 3–4 months in advance.
- Request the delegation for the person who will celebrate your ceremony.
- Set up a dedicated area for the signing of the registries (such as an elegant table).
- Inquire about additional Municipal costs for the official’s travel to the venue.
Permitted Locations
Theoretically, any place authorized by the Municipality: private villas, resorts, hotels, farmhouses (agriturismi), beaches, terraces, or botanical gardens. The only requirement is that the venue must be authorized by the local Municipality to perform civil rites and hold the official status of "Casa Comunale."
